Dr. Seuss's Tribute to the 99 Percent: Yertle the Turtle
Yertle the Turtle and Other Stories was written by Dr. Seuss in 1958. But this this tale of oligarchy is certainly no old-fashioned story! Sadly it is still very relevant today. The tale is of a megalomaniac who would happily stand on the backs of all others to build up their kingdom.
Since it is Dr. Seuss, the King is literally standing on the backs of those below him. Of course the King comes to a terrible end - and justice for the 99 percent of the turtles is restored by the end of the book.
The photo below is a Creative Commons photo from a Dr. Seuss political cartoon. Published in 1942 - this is example of the political cartooning that he developed prior to publishing children's books. Here the structure of the turtles is reversed; but I believe this is showing an inkling of Dr. Seuss's idea for this book. And the picture demonstrates that Dr. Seuss absolutely knew that any country could not be run with a power imbalance.
